BOARD OF ADVISORS The Board of Advisors of the International Institute of Justice & Police Sciences (IIJPS) help the organization gain new insights and advice to solve complex problems or explore new opportunities by stimulating robust, high-quality conversations. The Role of Board Advisors of IIJPS is to provide current knowledge, critical thinking and analysis to increase the confidence of the decision-makers who represent the IIJPS.

advisor (CRIMINOLOGY) Gorazd Meško, PhD Gorazd is a Honorary Advisor (Criminology) of the International Institute of Justice & Police Sciences (IIJPS). He is a Full Professor of Criminology & Head of the Institute of CJ and Security and Head of the Criminology Chair at the Faculty of Criminal Justice and Security, University of Maribor, Slovenia as well as the editor-in-chief of the Journal of Criminal Justice and Security. He has been a visiting scholar at the Institute of Criminology, University of Cambridge (1995, 2001) and Centre for Criminology, University of Oxford (1996, 1999). He was a visiting professor at SCJ, GVSU, Michigan in 2000. He has also been a visiting professor at the University of Sarajevo, Bosnia and Herzegovina (2002-2008) and at the University of Belgrade (2009 -). His recent bibliography includes books: Corruption in Central and Eastern Europe at the Turn of the Millennium (ed., 2000), Dilemmas of Contemporary Criminal Justice (co-ed., 2004), Policing in Emerging Democracies – Critical Reflections (co-ed., 2007), Crime, Media and Fear of Crime (co-ed., 2009) and Crime Control Policy and Prevention – Slovenian Perspectives (co-ed.). He has also been a guest editor of the Policing – An International Journal of Police Strategies and Management (a special issue on policing in SE Europe, 2009/3). In addition, he has been a head of a European Society of Criminology WG on criminology curricula since 2005 and a correspondent of the International Centre for the Prevention of Crime (a 2009 report on crime prevention in SE Europe). His present research includes studies comparative criminology and victimology, fear of crime in former Yugoslav republics (Slovenia, Croatia, Bosnia & Herzegovina, Serbia and North Macedonia), history of criminology, rural vs urban safety and security and rural criminology and crimes against environment. He is a Member of the Advisory Board of the South Asian Society of Criminology and Victimology (SASCV).

advisor (victimology) Vesna Nikolić-Ristanović PhD Vesna is a Honorary Advisor (Victimology) of the International Institute of Justice & Police Sciences (IIJPS). She is the Director of Victimology Society of Serbia (VDS) and Professor of criminology, Victimology and Juvenile Crime at Faculty for Special Education and Rehabilitation at Belgrade, Serbia. She initiated, coordinated and participated in large number of domestic and international researches on crime victims, particularly women as victims, domestic violence, sexual violence, women’s crime, trafficking in human beings and truth and reconciliation. She is an author and editor of large number of books and papers published in Serbia and abroad, among which the most important are: From victim to prisoner: domestic violence and women’s crime, Domestic violence in Serbia (editor), Social Change, Gender and Violence: Post-Communist and War-Affected Societies, A life on one’s own: rehabilitation of victims of trafficking for the purpose of sexual exploitation (co-author) and International standards on domestic violence and their implementation in the Western Balkans (co-author with Mirjana Dokmanovic) and Surviving transition: everyday life and violence against women in postcommunist and postconflict society. She is also the Editor-in- Chief of Temida, the Journal on Victimization, Human rights and Gender, and Corresponding Editor of Feminist Review. She has been consultant and supervisor of several projects on gender-based violence and truth and reconciliation. She is a member of the Council for gender equality of Serbian Government and counseler of Serbian ombudsman for gender equality and rights of disabled and Member of the Advisory Board of the South Asian Society of Criminology and Victimology (SASCV).

advisor (police studies) Doraval Govender PhD (Former South African Police Service (SAPS) Officer) Doraval is a Honorary Advisor (Police Studies) of the International Institute of Justice & Police Sciences (IIJPS). He is currently a Professor Extraordinarius at the University of South Africa (UNISA). He underwent many educational, training and development programmes both internationally and nationally including the FBI programme for International students in Quantico, USA ( 199th session). He has also served as the President of the FBI Middle East, Africa Chapter for the FBI re-trainer session from 2001 to 2005. In 2009, he joined the University of South Africa (UNISA) as a lecturer in the Department of Criminology and Security Science. Since 2009, he has published articles in journals, book chapters, conference proceedings and a book in 2018. He is presently supervising Masters and Doctorate students at UNISA and also served as examiner for Masters and Doctorate students nationally and internationally. To date he has supervised ten students until completion. He was also one of the editors of the Acta Criminologica Journal and an editorial board member of several journals, including international journals. He is presently the Editor of the Southern African Journal of Security, managed by UNISA Press. He has chaired sessions at many different conferences and has presented papers both internationally and nationally on safety and security related issues. Doraval has a doctorate degree in Criminology (specializing in Security management), Mtech degree in Forensic Investigations, Honours degree and a Bachelor’s degree in Policing and a Diploma in Education, Training and Development. He was the Chair of the College of law Ethics Review Committee at UNISA from 2016 until 2018. He is also an NRF rated researcher. He was the past governor of the South African Institute of Security (SAIS) board of governors, Former Assistant Commissioner (Major General) in the South African Police Service (SAPS), Past President of the FBI Middle East, Africa Chapter.

advisor (ETHINIC CRIMINOLOGY) Joanne Belknap PhD Joanne is a Honorary Advisor (Ethnic Criminology) of the International Institute of Justice & Police Sciences (IIJPS).  is a Honorary Advisor (Victimology) of the International Institute of Justice & Police Sciences (IIJPS). Professor Joanne Belknap is Professor Emerita (CRITICAL AND INTERSECTIONAL CRIMINOLOGY & SOCIAL JUSTICE) at the University of Colorado, USA. She was a Professor of Ethnic Studies at the University of Colorado and Past-President of the American Society of Criminology. She is also an adjunct professor on the faculty of law at Queensland University of Technology, School of Justice, in Brisbane Australia. She received a Ph.D. in Criminal Justice from Michigan State University in 1986. Her research is primarily on gender-based abuse and the trajectory of trauma to offending among women and youth, the intersections of marginalization and oppression, and social justice. Professor Belknap is working on the fifth edition of her book, The Invisible Woman: Gender, Crime, and Justice (under contract with Sage). She has secured almost two million dollars in research grant money, has served on state advisory boards for female offenders and women in prison, on U.S. Attorney General Janet Reno's Violence Against Women Committee, gave expert testimony to the Warren Christopher Commission investigating the Rodney King police brutality incident in Los Angeles, and served as a pro bono advisor on criminal justice policy for the Obama presidential campaign. Professor Belknap has won numerous research, teaching and service awards, most recently being honored as a Fellow of the American Society of Criminology. Her most recent research work includes jail-to-community reentry and implementing college courses in prisons (following her training by Temple University’s Inside-Out Prison Exchange Program).

advisor (forensic medicine) Anil Aggrawal Anil Aggrawal is a Honorary Advisor (Forensic Medicine) of the International Institute of Justice & Police Sciences (IIJPS). He is a former professor of forensic medicine at the Maulana Azad Medical College, New Delhi, India. Anil Aggarwal's Alma Mater is the University College of Medical Sciences, New Delhi from where he pursued his Bachelor of Surgery and Bachelor of Surgery in the year 1978. For further studies he joined prestigious All India Institute Medical Sciences, New Delhi to pursue Doctor of Medicine in Forensic Medicine. He was appointed as Professor for Forensic Medicine at Maulana Azad Medical College, New Delhi in 1985 and retired in 2020. He was scaling heights and was sent to Scotland in Edinburgh Medical School for higher training in 1989 for a year. In 1996, he was presented a WHO fellowship, under which he gave lessons at Armed Forces Institute of Pathology, Washington, US and Shiga University of Medical Sciences, Japan. He has penned down his research and given his research the name of books. His famous books includes Forensic and Medico-legal Aspects of Sexual Crimes and Unusual Sexual Practices (Which is about sexual curse, this particular book theoretically derives fourteen classifications of conspicuous sexual pathologies). He proposed a new classification of necrophilia, and is considered the leading authority on necrophilia. He is known chiefly for his online journal, Anil Aggrawal's Internet Journal of Forensic Medicine and Toxicology.

advisor (criminal justice social work) Madhu Sharma PhD  Madhu Sharma is the Advisor (Criminal Justice Social Work) of the International Institute of Justice & Police Sciences (IIJPS). She is a development professional with more than three decades in the social sector including Government/Non Government and UN. She has also done consultancy with European Delegation in India, The World Bank, DFID, DNDi, et al. Educationally, she has done Masters in Social Work, MBA and PhD On women’s empowerment. Professionally, she has worked widely on women empowerment, health, HIV, drugs and peace & security issues, health,HIV/AIDS, child welfare /protection, women empowerment and governance. She has been involved in background research, media backgrounders, preparation of expression of interest, technical proposal, evaluation designs and financial proposals. She has also worked at district and sub district level in India, and possess insight to the grass roots realities and understanding of local needs and priorities. She has special expertise to identify scope, conceptualize and plan multisectoral project feasible at ground level.

advisor (forensic sciences) K V Ravikumar Ravikumar is the Advisor (Forensic Sciences) of the International Institute of Justice & Police Sciences (IIJPS). He was formerly Director of the Institute of Security Sciences and Management at the Raksha Shakti University (now Rashtriya Raksha University), Gandhinagar, Gujarat, India with responsibility of managing the work of different departments like Forensic Science, Criminology, IT, Law, Police Administration and Security Sciences. He was the Member of the Finance Committee, Academic Council, Board of Governors, Chairmen IQAC and NAAC, Chairmen of the Training and Placement Cell, Co-ordinator Student start-up and innovation policy of Rashtriya Raksha University. He earlier worked as OSD (Plan Projects) with Joint Secretary, Police Modernization, MHA, Government of India. He has provided consultancy in drafting M.Sc. Forensic Science Syllabus to various universities that teach Forensic Science. He provided consultancy to various state FSLs, in modernizing Forensic technologies, design of their laboratory & in drafting their perspective plans, and received commendation letter from DGP of Himachal Pradesh for drafting the Forensic Science Development Plan. He was deputed by Govt. of India to prepare the project proposals of Countries like Maldives, Vietnam, and Seychelles to setup and modernize their forensic science set up.

Mohamed Chawki, PhD
 is the Advisor (Cyber Crime) of the International Institute of Justice & Police Sciences (IIJPS).  Judge Dr. Mohamed Chawki holds a (Ph.D.) in law from the University of Lyon III in France for a dissertation on French; British and American cybercrime legal systems. This was followed by a 3-year post-doctoral research at the Faculty of Law, University of Aix-Marseille III, France. He is senior judge (Vice-president of the Egyptian Council of State) and former advisor to the Chairman of Capital Market Authority (CMA), to the Minister of Antiquities, the Minister of State for military production and to the Chairman of the Egyptian Financial Supervisory Authority (EFSA). Dr. Chawki is the Founder Chairman of the International Association of Cybercrime Prevention (AILCC), located in Paris, France. His research interest covers national security, cybercrime, criminal justice and data protection. Dr. Chawki holds over 25 prizes for this academic achievement and was awarded by the Medal of Excellence by the President of the Arab Republic of Egypt in 1998, the international prize Claire l’Heureux Dubé from Canada in 2007 and the distinguished services medal from the government of Brazil in 2009.

advisor (CONTEMPORARY & ALTERNATIVE CRIMINOLOGIES) Leandro Ayres França PhD Leandro is a Honorary Advisor (Contemporary and Alternative Criminologies) of the  International Institute of Justice & Police Sciences (IIJPS). Leandro works as a Professor, Researcher, Writer and Translator. He is currently a Professor of Criminology and Criminal Law at University of Santa Cruz do Sul (Unisc), Rio Grande do Sul, Brazil. He holds a PhD Degree in Criminal Sciences, and Master in Criminal Sciences, postdoctoral research fellowship in in Criminal Sciences from Pontifical Catholic University of Rio Grande do Sul (Pontifícia Universidade Católica do Rio Grande do Sul) Porto Alegre, Brazil. He is the Coordinator of the Contemporary Criminology Study Group (GECC) (www.crimlab.com); based in Porto Alegre, GECC is an independent institution that brings together researchers and academics interested in reading and discussing recent productions in the field of criminology, as well as sharing scientific knowledge with society. He is also a Penal Police Officer at SUSEPE (Rio Grande do Sul, Brazil). He is the Editor of the project Café e Fúria. Leandro co-edited (with Pat Carlen) the international collections 'Alternative Criminologies' and 'Justice Alternatives'. Currently, Leandro lives in Porto Alegre, Brazil.

advisor (OUTREACH AND PRISON PSYCHOLOGY) Chandni Srinivasan Chandni is the Advisor (Outreach and Prison Psychology) of the International Institute of Justice & Police Sciences (IIJPS). She is an Independent Consultant with several years of experience in Prison Counselling and Reformation & Rehabilitation of Prisoners. She holds two Post degrees in Psychology (Tamil Nadu Open University) and Psychotherapy & Counselling (Indira Gandhi National Open University). She also holds a Post Graduate Diploma in Forensic Psychology (Sherlock Institute of Forensic Science) and Certificate courses in Anti Terrorism (Anti terrorism Accreditation Board, USA) and Rehabilitation and Sexual Exploitation of Women (PARI, New Delhi). She is an expert in Prison Counselling: Conducted programs in Jaipur Central Jail, Rajasthan; Psychologist in Puzhal Prisons, Chennai and counsells under trial and life term prisoners and have give Training on mental disorders; Worked with the Superintendant of prison in Jamshedpur Central Jail, Bokaro Jail, Daltonganj prisons, Jharkand; Visited the Prison in Daltonganj, provided Counselling Sessions to Female Prisoners, assisted the Superintendant of Prisons in day to day affairs of the Prison; Visted the Juvenile Justice home in Ranchi, Jamshedpur, Bokaro and also conducted sessions for Child Welfare Homes improving the Mental Health of Children. She is on the expert panel with Prison Reforms for developing a Module for Improving the Quality of Women Prisoners. She is a Board Member of Anti terrorism Accreditation Board, Arlington VA, USA. She is a Visiting faculty at IIFS (Indian Institute of Forensic and Security Studies), Lucknow. She completed her training in Crime Scene Investigation from Sherlock Institute of Forensic Science, New Delhi. She worked with the Forensic Medicine Department in Stanley Medical College to frame questionnaires to help in investigation purpose of Rape and Acid Victims. She is a visiting Faculty in Madsaur university, Bhopal and undertook lectures on Forensic Medicine, Finger prints and Criminal Profiling. She is passionate in mentoring students in Forensic Psychology, Lie Detection, Criminal Profiling and Narco Analysis.

advisor (computer criminal law and cyber criminology) Spencer Toth Sydow PhD Spencer is a Advisor (Computer Criminal Law and Cyber Criminology) of the  International Institute of Justice & Police Sciences (IIJPS). Spencer is a professor and lawyer in Brazil's largest city, São Paulo. Graduated in Law in 2003, Master and Doctor in Criminal Law from USP – University of São Paulo -, he has spent the last 20 years researching and building the dogmatics of Computer Criminal Law and Cybercriminology in Brazil, being the main academic reference in the area in Latin America, with 15 published books and dozens of scientific articles. He is an alternate director of CGI.br, the Internet Management Committee in Brazil and was president of the digital law commission of the São Paulo section, the largest in the country.
